I'll check that out to make sure its not a Cygwin bug. Unfortunately I
don't have access to a non-Cygwin system yet. I do have another Cygwin
system though that is still running PostGreSQL 7.1 - if I do the same load
and create the same GIST index it works fine.

Or, heaven forbid, you have tickled a Cygwin bug.
Do you have access to a PostGIS installation running on
a non-Cygwin system to test this data set there ??
Could you be hitting a 'dynamic memory limit' in Cygwin ??
