I believe you need to download the proj source and compile it in cygwin, and
install it, before you compile and install postgis (after modifying the
postgres makefile to turn proj support on). Unless you are downloading the
pre-compiled dll's from somewhere else, in which case you should just need
to have them both installed (assuming the postgis.dll was compiled with proj
support)
