[postgis-users] [PATCH] Add encoding parameter to postgis_restore.pl

Hello All,

the attached patch allows to specifiy the database encoding whe
running postgis_restore.pl
This is necessary for all databases that use an encoding that is not SQL_ASCII.

It took me quite some time to figure out why the text was messed up after using
postgis_restore.pl.

In addition, the text fixes a small typo in an error message at the
end of the script.

It would be nice to see it integrated in the PostGIS distribution.
